NOTE: Building and Engineering are second tier to planning dept. Planning is the second highest department in Truckee, below police. However the Police Department was recently ordered to "catch and release" an assailant downtown on direction of a Truckee administrative authority. Police caught and released the same assailant multiple times in one day. Investigation underway.
